II Seminar Brazil x Norway – The transition of the Brazilian Oil & Gas industry and its challenges on the regulation of the maritime and offshore shipping industry
The Brazilian oil & gas industry is currently in a moment of transition, derived from policy changes on the sector and international oil price among several factors. Following almost a decade of continuous growth, driven by pre-salt oil discoveries and heavy investments, the industry changed to steep decline on revenues job creation and confidence.
The growth cycle of the offshore industry, despite of driven undeniable achievements, created distortions on the regulatory framework and bottlenecks to long term sustainable growth. Anchored on protectionist policy and high demand for national content the development model proven inappropriate for adverse scenario driven by economic recession, low oil price and reduced capacity of investment from Petrobras.
The new policy for the offshore industry, following the impeachment of Dilma Roussef, signaling the beginning of a transition for the sector with openness of the market and reviews on the regulatory hurdles that prevents a new cycle of sustainable growth. In that sense, the recent approved bill that changes the mandatory role of Petrobras as sole operator of all pre-salt wells indicates that changes already begun.
The objective of the II Seminar Brazil x Norway – The transition of the Brazilian Oil & Gas industry and its challenges on the regulation of the maritime and offshore shipping industry is to strengthening the ties of friendship between Brazil and Norway, share experiences and discuss the main regulatory aspects that reduces the potential of growth on the maritime and offshore shipping sector and existing alternatives to attract investments and sustainable growth.
The seminar is organized by the Norwegian Shipowners´Association Brazil – ABRAN and FGV Law School Rio with support of the Royal General Consulate of Norway in Rio, Innovation Norway and The Research Council. The event will be opened by the Norway Deputy Minister of Petroleum and Energy Ingvil Smines Tybring-Gjede, the Consul General of Norway in Rio, Sissel Hodne Steen, President of FGV, Prof Carlos Ivan Simonsen Leal and President of ABRAN, José Roberto Neves.
The first panel will discuss the importance of the regulatory Bodies and good regulatory environment in the Country and will have the participation of the Vice-Director of FG Law School Rio Prof Sergio Guerra, General Director of Maritime Department from Norway, Birgit Loyland, Rear Admiral José Luiz Ribeiro Filho from Directorate of Ports and Coasts and representatives of other Government representatives.
The second panel will discuss the current transition of the Brazilian oil & Gas industry and its impacts on the Maritime and offshore shipping industry and will have the participation of Professor Alfredo Renault from PUC-Rio, Vice-President of Teekay Brasil, Alex Tischendorf, CEO of DOF Brasil, Gary Kennedy, Vice President of Farstad Americas, Felipe Meira and Senior Vice President of DNB Bank, Tom Mario Ringseth.
